Време е Европа да се откачи от растежа

Тази седмица учени и политици се събират в Брюксел за знакова конференция. Целта на това събитие, организирано от членове на Европейския парламент от пет различни политически групи, заедно с профсъюзи и НПО, е да се изследват възможностите за “пост-гроут икономика” (post-growth, икономика след фазата на растежа) в Европа.

През последните седем десетилетия ръстът на БВП стоеше като главна икономическа задача пред европейските страни. Но докато нашите икономики растяха, нарастваше и отрицателното въздействие върху околната среда. Излизаме извън безопасните параметри на човешката дейност на планетата и няма признаци, че икономическата активност се е откачила от консумацията на ресурси и от замърсяването в степен, която се доближава до необходимото. За да се решат социалните проблеми на европейските страни, днес не се нуждаем от още повече растеж. Нужно е по-честно преразпределяне на дохода и богатството, които вече имаме.

Все по-трудно е да се постига растеж поради спадащия прираст на производителността, насищането на пазарите и екологичната деградация. Ако сегашните тенденции се запазят, до десет години в Европа може изобщо да няма растеж. Отговорът на това днес е растежът да се засилва чрез емитиране на нов дълг, премахване на екологичните регулации, удължаване на работните часове, орязване на социалната защита. Това агресивно преследване на растеж на всяка цена разделя обществото, създава икономическа нестабилност и подкопава демокрацията.

Хората, които са във властта, нямат желание да се ангажират с тези проблеми – поне не и досега. Проектът на Европейската комисия „Отвъд БВП“ се превърна в „БВП и отвъд“. Официалната мантра си остава растеж: преоблечен като „устойчив“, „зелен“ или „приобщаващ“, но първо и основно – растеж. Дори новите Цели за устойчиво развитие на ООН включват преследването на икономически растеж като политическа цел за всички държави, независимо от фундаменталното противоречие между растеж и устойчивост.

Добрите новини са, че в гражданското общество и в академичните среди се заражда движение за „пост-гроут“, „след-растеж“. То се появява под различно име в различни места: дикроасанс, Поствакстум, икономика в стабилно състояние, икономика на поничката, просперитет без растеж – това са само някои от имената му. След 2008 г. се провеждат редовни конференции за де-растеж с хиляди участници. Нова глобална инициатива, Алианс за икономики на благосъстоянието (WE-All, на английски „Ние всички“) осъществява връзката между тези движения, докато европейска изследователска мрежа разработва нови „модели за екологична макроикономика“. Те твърдят, че е възможно да се подобри качеството на живота, да се възстанови живия свят, да се намали неравенството и да се осигурят пълноценни работни места – и всичко това не се нуждае от икономически растеж, ако приложим политики, които преодоляват сегашната ни зависимост от растежа.

Някои от предлаганите промени включват ограничения за ползването на ресурси, прогресивно данъчно облагане за овладяване на покачващото се неравенство и постепенно намаляване на работното време. Ползването на ресурси може да се намали чрез въвеждане на въглероден данък, а приходите от този данък може да се връщат като дивидент на всеки човек, или да се използват за финансиране на социални програми. Въвеждането както на базов, така и на максимален доход допълнително ще намали неравенството, в същото време ще помогне за преразпределяне на работата, свързана с предоставянето на грижи, и за намаляване на дисбалансите във властта, които подкопават демокрацията. Новите технологии може да се ползват за съкращаване на работното време и повишаване на качеството на живота, вместо да служат за масово уволняване на работници и увеличаване на печалбите на малцината привилегировани.

Предвид големия залог и риск, ще е безотговорно, ако политиците и създателите на политики не изследват възможностите за едно бъдеще след растежа. Конференцията, която протича в Брюксел, е обещаващо начало, но са необходими много по-силни ангажименти. Като група от загрижени учени в областта на природните и социалните науки, които представляват цяла Европа, призоваваме Европейския съюз, неговите институции и страни членки, към следното:

  1. Да се изгради специална комисия за Бъдеще след растежа в Парламента на ЕС. Тази комисия следва активно да дебатира бъдещето на растежа, да разработва алтернативни политики за бъдещето след растежа, и да преосмисли преследването на растеж като водеща политическа цел.
  1.  Да се включат алтернативни индикатори в макроикономическата рамка на ЕС и на страните членки. Икономическите политики следва да се оценяват съгласно тяхното въздействие върху човешкото благосъстояние, ползването на ресурси, неравенството, осигуряването на достойна работа. При вземането на решения тези индикатори следва да имат по-висок приоритет от БВП.
  1.  Пактът за стабилност и растеж (ПСР) да се превърне в Пакт за стабилност и благосъстояние. ПСР е серия от правила, целящи да се намалят правителствените дефицити и националния дълг. Той следва да се ревизира и да гарантира, че страните членки посрещат базовите нужди на своите граждани, докато намаляват ползването на ресурси и отпадъчните емисии до устойчиво равнище.
  1.    Във всяка страна-членка да се учреди Министерство на икономическия преход. Нова икономика, която се фокусира пряко върху човешкото и екологичното благосъстояние, ще предложи много по-добро бъдеще от тази, която е структурно зависима от икономическия растеж.

I have been working as economic editor, chief editor, columnist, and investigative journalist at different Bulgarian media (“Tema” weekly magazine, DarikFinance.bg, webcafe.bg, money.bg, evromegdan.bg etc.), and have publications at many more. I also develop a kind of "terrain economics", doing research and preparing reports for different projects concerning the social and environmental impacts of mining, monetary assessment of ecosystem services, fiscal justice issues of foreign investments, development of quantitative indices for regional development, sustainable forest management, feasibility of trans-border biosphere reserves, etc.
